Today China and Russia can paralyze the United States from space, disabling the most powerful military in the world and bringing America’s civilian population to a standstill. Both Beijing and Moscow have tested and deployed weapons capable of depriving the United States of a whole host of technologies the public and private sector depend on. In this sense, America’s unparalleled advantage in space-based assets and technologies has generated an unparalleled vulnerability—which Russia and China are seeking to exploit to grave effect.

US military planners and strategists have been aware of and focused on Chinese and Russian cyber capabilities for some time, but their awareness of and focus on those countries’ offensive capabilities in space is more recent. As a result, even veterans of the US Space Command acknowledge the United States has not adequately addressed the danger and therefore risks falling behind. Only now is the US military developing a strategy to reduce and deter the threat to US space assets. But many questions, including whether the United States should test and deploy its own offensive space weapons, remain unresolved. One area of agreement is that the US military and public and private sectors must increase resilience in space, that is, spread space-based capabilities such as GPS and critical communications among more satellites to reduce the damage from the loss of one or a few of them. However, the United States is still faced with larger, strategic decisions similar to those it faced with the advent of nuclear weapons, including a central one: focus on deterrence or join a space arms race? Inherent in the challenge is the danger of escalating the standoff in space to a point at which the United States and its adversaries find themselves in a conflict neither side wants.
